Commander is where Weaponize the Monsters earns its slot — token-centric and sacrifice-heavy decks have no shortage of bodies to feed it, and one mana for a persistent damage engine is an exceptional rate in a format where enchantment removal is often deprioritized. In Modern and Pioneer it's too slow and too narrow; dedicated burn or sacrifice decks have more efficient payoffs, and opponents have enough interaction to answer a do-nothing enchantment before it generates meaningful value.
