Way of the Thief is a Commander card first and almost exclusively. The artifact-matters condition is trivially met in the format's most popular strategies, and evasion on a commander or key threat translates directly into extra combat damage, triggers, and stolen games. In Pauper it's legal but competes with cheaper, more flexible evasion options that don't require a second permanent type on the battlefield. Legacy, Modern, and Pioneer have no real home for a three-mana Aura at this power level — the condition is achievable but the payoff isn't close to constructed-competitive.
