Waxmane Baku is a Pauper-legal common, and that's where it comes closest to relevance — Spirits and Arcane synergies have enough density at common to keep ki counters flowing. In Commander, it shows up almost exclusively in dedicated Spirits builds like Kykar, Wind's Fury or Hinata, Dawn-Crowned, where the Arcane and Spirit spell volume is high enough to make the tap ability genuinely threatening.
