Commander is where Wavebreak Hippocamp does its best work — four opponents means four extra turns per rotation, and the card draws accumulate fast in any deck running interaction at instant speed. In competitive EDH it sits below the power threshold, but in mid-power flash and spellslinger builds it's a genuine engine piece. In Modern and Legacy it's theoretically legal but finds no home; four mana for a 2/2 with a conditional draw trigger can't compete in those formats. Pioneer and Oathbreaker are similarly thin markets for it. Play Wavebreak Hippocamp in Commander or not at all.
