Wave of Terror wipes the board of every creature with toughness equal to or less than the current chapter number — a scaling Wrath that gets more devastating each turn it sits in play. The cost is real: three chapters means three full turns of vulnerability before it nukes anything above toughness 3, giving opponents a window to race or answer it.

Commander is where Wave of Terror is most interesting, because the three-turn countdown plays out across meaningful game time and political pressure can keep opponents from attacking the Saga's controller. Legacy and Vintage are legal homes on paper, but neither format has the patience for a three-turn board wipe that broadcasts itself; fast combo and efficient interaction make it unplayable there in practice. Oathbreaker is a closer fit than Legacy — slower tables, more permanents worth wiping — but the one-turn-faster Oathbreaker clock still punishes slow payoffs.
