Waterknot taps a creature and keeps it tapped for as long as the enchantment sticks — permanent pseudo-removal for three mana at instant speed. It's fine in Pauper where options are slim, but anywhere above that power band, three mana to not actually kill something is a losing trade.

Pauper is where Waterknot earns its keep — blue removal at common is scarce, and locking down a threat indefinitely is real when your deck can't run Doom Blade. In Commander, the case collapses fast: three mana for an enchantment that a single bounce spell undoes, against a table of three opponents, is card disadvantage waiting to happen. Modern, Pioneer, Legacy, and Vintage all have access to hard removal and counterspells that make Waterknot obsolete before it hits the table. Oathbreaker sits closer to Commander in practice, so the same logic applies there.
