Waste Management clears an opponent's board and exiles the pieces, shutting down graveyard recursion before it starts — that's a two-for-one that most black-red removal spells can't match. The cost is real, but Anhelo, the Painter turns the first casualty into a free copy, making this one of the cleanest high-value instants in the archetype.

Anhelo, the Painter
Anhelo, the Painter's casualty mechanic copies the first instant or sorcery each turn when you sacrifice a creature with power 2 or greater — Waste Management becomes two waves of exile-based removal for the price of one spell and one creature, which is exactly the kind of two-for-one Anhelo decks are built to exploit.
Format Analysis

Waste Management is legal in Commander, Legacy, Vintage, and Oathbreaker, but Commander is where it actually sees play. Legacy and Vintage have access to faster, cheaper interaction that renders a higher-mana removal spell largely redundant outside of very specific brews. In Commander, exile-based mass removal that also generates value on resolution is hard to come by, and the combination of board impact plus graveyard hate on a single card earns it a real slot in the right shell.
