Waste Management clears an opponent's board and exiles the pieces, shutting down graveyard recursion before it starts — that's a two-for-one that most black-red removal spells can't match. Waste Management is legal in Commander, Legacy, Vintage, and Oathbreaker, but Commander is where it actually sees play. Legacy and Vintage have access to faster, cheaper interaction that renders a higher-mana removal spell largely redundant outside of very specific brews. In Commander, exile-based mass removal that also generates value on resolution is hard to come by, and the combination of board impact plus graveyard hate on a single card earns it a real slot in the right shell.
