Wash Out lives almost entirely in Commander, where targeting a single color at a four-player table can clear three opponents' boards in one stroke. Legacy and Vintage permit it, but the competition from Cyclonic Rift, Evacuation, and other sweepers is stiff enough that it rarely sees play there. In Commander specifically, the color-targeting clause is the point — naming the dominant color at the table lets you discriminate between threats while leaving your own board untouched, which no generic bounce sweeper does. Oathbreaker is legal and the two-player dynamic weakens it slightly, since you lose the multi-opponent leverage. Outside those formats, Wash Out is simply not printable into the card pool.
