That rate is fine in Limited but just short of the bar in constructed formats, where bounce spells generally need to cost two or less to pull their weight.

In Commander, Wander Off is a fringe inclusion — the bounce effect is useful but tempo matters less in a four-player game, and three mana for a cantrip bounce is a slot better spent on permanent removal or counterspells. In competitive 1v1 formats like Modern and Pioneer, the card doesn't clear the bar: Brazen Borrower and Subtlety do the same job at better rates. Pauper is where Wander Off becomes worth a second look, since the commons pool is shallower and a cantripping bounce instant has real utility in tempo and control shells.
