Constructed formats don't want it — seven mana for a conditional damage effect is far too slow when faster life-gain payoffs exist in Modern and Pioneer. Commander is its real home, specifically life-gain commanders who can stack counters reliably and push the activated ability into range before the table stabilizes. Outside of dedicated life-gain builds, Wall of Limbs is too passive to justify the slot.
