Walking Bulwark is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but its home is clearly Commander. In 60-card formats, a four-mana do-nothing-until-you-attack enchantment is far too slow and narrow — defender synergies don't have the critical mass to be viable in Modern or Pioneer, and Legacy has no interest. In Commander, though, the 100-card singleton environment is exactly where a dedicated wall strategy can assemble enough high-toughness creatures to make Walking Bulwark's effect genuinely impactful, and the multiplayer table gives you time to set it up.
