Walking Bulwark is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but its home is clearly Commander. In 60-card formats, a four-mana do-nothing-until-you-attack enchantment is far too slow and narrow — defender synergies don't have the critical mass to be viable in Modern or Pioneer, and Legacy has no interest.
