In Commander, Voyage Home earns its slot in artifact-creature decks specifically because it does two things at once — protection and scry — without requiring you to spend card advantage to do it. In competitive 1v1 formats like Legacy and Modern it's too narrow; bounce-plus-scry at instant speed is fine, but it doesn't interact with the opponent and costs a full mana and card on defense. Pioneer and Standard players will find occasional homes in tempo or blink shells, but it's firmly a role-player rather than a staple. Oathbreaker follows the same read as Commander — valuable in the right artifact shell, irrelevant outside it.
