In Legacy and Vintage it's legal but thoroughly outclassed — five mana for a creature that doesn't affect the board immediately is a non-starter in formats that end games on turn two or three. Modern is the same story; Vorapede has no competitive footprint there. Vorapede is a Commander card, full stop, and within that format it's a genuine engine piece in the right shell.
