Volcanic Vision is a Commander card through and through — seven mana is simply too slow for Legacy, Modern, or Pioneer, where games end before it resolves and faster interaction makes the recursion irrelevant. In those 60-card formats it is technically legal but functionally unplayable. Commander is where the card earns its slot: the singleton format's longer games and higher mana ceilings make seven mana reachable, and the board wipe plus free flashback stapled together is genuine two-for-one value at a point in the game where it often hits three or four targets.
