Volcanic Strength is a +2/+2 aura for two mana that also grants mountainwalk — a fine body buff stapled to a conditional evasion ability that ranges from unblockable to irrelevant depending on the table. In Commander, where opponents run fetchlands and dual lands freely, that mountainwalk clause is too unreliable to justify a slot over more versatile equipment or auras.

In Commander, Volcanic Strength underperforms because auras are inherently card-disadvantage risks and the mountainwalk only punishes players who happen to control Mountains — which is never guaranteed in a four-player pod. Pauper is the format where Volcanic Strength has the most practical upside, since red-heavy aggro decks can force through damage on the one opponent who matters and the common card pool makes +2/+2 for two legitimately competitive. In Legacy and Vintage it's simply outclassed by everything in the format and sees no meaningful play. Oathbreaker shares Commander's multiformat mana-base problem, making the mountainwalk clause just as conditional there.
