Vivien's Invocation is a Commander card through and through — the format's slower clock and higher average curve make seven mana accessible, and the decks that want it (Surrak Dragonclaw stompy, Gishath, Sun's Avatar toolbox, any shell topping the curve with 6/6s and above) can set up the damage trigger reliably. In competitive 60-card formats like Modern and Pioneer it's a non-starter: seven mana at sorcery speed doesn't compete when the format is over by turn four. Legacy and Vintage are theoretically legal but the card has never registered there for the same reason. Oathbreaker can support it in a dedicated green creature shell, though the 20-life starting total makes the damage rider more meaningful than in Commander's 40.
