Vitu-Ghazi Guildmage does two things: it makes 3/3 Saproling tokens at instant speed for 4GG and populates at instant speed for 3GW — both relevant, both available every turn you have mana open. The populate ability is where the ceiling lives, since There and Back Again and similar token doublers make each activation exponentially more threatening; Ghired, Conclave Exile decks in particular treat this as a reliable populate outlet that doesn't require attacking.

Commander is the native home for Vitu-Ghazi Guildmage — the long game gives both activated abilities time to matter, and token-based strategies are common enough that populate is a real language. In Modern and Pioneer the card is legal but irrelevant: six mana for a 2/2 that makes a 3/3 is too slow without a dedicated populate shell to justify the slot. Legacy and Vintage don't want it either — the effect just doesn't scale to what those formats are doing on turns three and four. Stick to Commander.
