Visionary's Dance is legal everywhere but does real work in almost none of those formats outside Commander. In competitive 60-card formats, a three-mana sorcery that makes two 1/1s is several rungs below the power threshold — Raise the Alarm exists at two mana and sees fringe play at best. Commander is where the card lives, specifically in Eris, Roar of the Storm builds where the token count matters more than token size. Outside of Eris, the card is too underpowered to slot into most other Commander strategies unless the deck specifically rewards flier count or token creation at scale.
