Commander is where Virtue's Ruin earns its keep — white is the most popular color in the format, so you'll hit a relevant target in most pods, and wiping a single player's entire board for one mana is a return no other format context can match. In Legacy and Vintage it's technically legal but sees no meaningful play; dedicated removal at that cost either hits any color (Swords to Plowshares) or answers multiple threats at once, and Virtue's Ruin's color restriction makes it too conditional for those formats' wide threat landscapes. Stick to Commander.
