Violent Impact destroys a non-basic land and deals 2 damage to that permanent's controller — two effects stapled onto one common at three mana. It's fine in Pauper where land destruction is a real axis, but Commander's redundancy requirements and the prevalence of basic-heavy mana bases make it a weak slot most of the time.

In Pauper, Violent Impact earns its slot — non-basic lands like Radiant Fountain and Haunted Fengraf see real play, and the 2 damage rider occasionally matters in aggressive builds. Commander is where Violent Impact struggles most: three mana for a single land is too slow and too narrow when decks run 35+ lands and bounce back easily, and the damage is incidental at best against 40-life totals. In Legacy and Vintage, land destruction at sorcery speed is simply not competitive when the format moves faster. Modern and Pioneer have enough non-basic activity that the effect is at least conceivable in a budget shell, but dedicated land-hate runs Strip Mine effects or cheaper spells.
