Vile Requiem is a slow-build enchantment that can wipe an entire board of nonblack creatures for free once it has accumulated enough -1/-1 counters — but getting there takes multiple turns of paying mana and passing priority, which means opponents see it coming and play around it. The setup cost makes it a fringe inclusion even in dedicated -1/-1 counter builds.

Vile Requiem sees essentially no competitive play despite being legal in Legacy, Vintage, and Commander — the formats where it's legal are formats where faster, more reliable removal exists at every price point. In Commander it has the most plausible home, specifically in -1/-1 counter commanders like Hapatra, Vizier of Poisons or Yawgmoth, Thran Physician, where the counter-placement synergizes with other payoffs and the multiplayer board state gives the mass destruction mode real upside. Outside that niche, the three-mana enchantment that takes additional mana investments and multiple turns to become a one-sided Wrath is simply too slow. Legacy and Vintage have no interest in it whatsoever.
