Victimize puts two creatures from your graveyard onto the battlefield in exchange for sacrificing one — that's a two-for-one at instant-speed setup, sorcery-speed resolution, for three mana. The cost is real but trivially converted into advantage in any deck that wants creatures in the bin; Teval, the Balanced Scale and Scholar of the Ages are exactly the kind of high-value targets that make the math laughably favorable.

Commander is where Victimize does its best work — singleton graveyard strategies are everywhere, targets are large, and the sacrifice cost is trivially offset by token generators or expendable utility creatures. In Legacy and Vintage it's legal but effectively unplayed; those formats move too fast for a three-mana sorcery that requires setup, and reanimation there wants Reanimate or Exhume for half the mana. Modern is the same story: too slow against the format's tempo demands, and there are more efficient options. Pioneer and Standard don't carry Victimize at all. In Oathbreaker, the condensed 60-card format with a planeswalker commander can use it, though the smaller graveyard pool makes it more situational than in Commander.
