Victimize puts two creatures from your graveyard onto the battlefield in exchange for sacrificing one — that's a two-for-one at instant-speed setup, sorcery-speed resolution, for three mana. The cost is real but trivially converted into advantage in any deck that wants creatures in the bin; Teval, the Balanced Scale and Scholar of the Ages are exactly the kind of high-value targets that make the math laughably favorable.
Best Commanders
Commanders with the highest synergy

Teval, the Balanced Scale
Teval, the Balanced Scale mills heavily and rewards recurring expensive creatures, so Victimize turns the graveyard Teval has been building into an immediate two-creature swing without needing to wait for the commander's own recursion trigger.
Grist, Voracious Larva
Grist, Voracious Larva fills the yard with insects and other fodder while generating spare bodies to sacrifice, making Victimize a clean way to rebuy key combo or value pieces mid-game.

Sefris of the Hidden Ways
Sefris of the Hidden Ways wants creatures dying and entering the battlefield to trigger dungeon exploration, and Victimize delivers two ETBs at once while also providing the sacrifice to fuel the cycle.

Meren of Clan Nel Toth
Meren of Clan Nel Toth is one of the canonical Victimize homes — the card slots into a shell already built around sacrifice and recursion, and it complements Meren's own end-step recursion rather than competing with it.

Gisa and Geralf
Gisa and Geralf care about zombies entering and leaving the battlefield, and Victimize reanimates two zombies at sorcery speed while the sacrifice can be turned into a further resource with the right payoffs in play.
Format Analysis
Where it lives, where it can’t
| Format | Verdict |
|---|---|
| commander | legal |
| legacy | legal |
| modern | legal |
| pioneer | not legal |
| standard | not legal |
| vintage | legal |
| pauper | not legal |
| oathbreaker | legal |
Commander is where Victimize does its best work — singleton graveyard strategies are everywhere, targets are large, and the sacrifice cost is trivially offset by token generators or expendable utility creatures. In Legacy and Vintage it's legal but effectively unplayed; those formats move too fast for a three-mana sorcery that requires setup, and reanimation there wants Reanimate or Exhume for half the mana. Modern is the same story: too slow against the format's tempo demands, and there are more efficient options. Pioneer and Standard don't carry Victimize at all. In Oathbreaker, the condensed 60-card format with a planeswalker commander can use it, though the smaller graveyard pool makes it more situational than in Commander.
