Vexilus Praetor is a Commander card in every meaningful sense — the effect of granting your commander hexproof and indestructible has no analogue in formats that don't have a designated commander zone. In Legacy and Vintage, where it's technically legal, a five-mana do-nothing-to-the-board creature without an immediate impact is simply unplayable given the speed of those formats. Commander is the only format where Vexilus Praetor earns its slot, and even there it's narrowly correct: run it when your commander is a high-value engine that opponents will prioritize removing, skip it when your commander is incidental to the game plan.
