In Commander, Veil of Birds occupies a narrow role as a political dodge — becoming a Bird buys a turn against a table that's decided to point removal your way, but the lost land drop is a real tax in a format where tempo matters. Legacy and Vintage can access it but have no meaningful use case; protection spells that don't cost a land drop are strictly better in those formats. Pauper is the most plausible home for Veil of Birds outside Commander, where budget constraints make every zero-mana trick worth evaluating.
