In Pauper it's technically legal, but five mana for a 3/4 with a conditional triggered ability faces stiff competition on rate, and the Attraction mechanic has minimal support in that format. Legacy and Vintage have no structural reason to run it — the effect is too incremental and the card type too narrow for those formats' demands.
