Vampire Nocturnus turns every black card on top of your library into a global +2/+1 and flying anthem for your entire vampire tribe — that's a game-ending clock stapled to a 3/3 body for four mana. The dependency on top-deck manipulation is the real cost, but in any black-heavy vampire build, including Olivia Voldaren shells where you're rarely running off-color, the trigger is live more often than not.

Vampire Nocturnus is a Commander card through and through — the tribal payoff only scales with the number of vampires you're running, and 100-card singleton vampire decks are where that number gets high enough to matter. In Legacy and Vintage it's legal but sees no meaningful play; four mana is too slow for those formats and the payoff requires a board presence those formats don't support. Modern is the same story: Vampire Nocturnus has the mana cost and power ceiling of a tribal finisher, but the aggressive vampire shells that exist in Modern would rather spend that slot on something with immediate impact. Commander is where this card belongs, and within that format it's almost exclusively a vampire-tribal piece — outside of that context, the payoff simply doesn't justify the cost.
