In Commander, Vampire Interloper is a role-player in dedicated Vampire tribal builds, where Edgar Markov's eminence trigger and similar payoffs make every cheap Vampire count regardless of individual power level. Outside of tribal, a 2/1 that can't block is too fragile and too low-impact to justify a slot. In constructed formats — Standard, Pioneer, Modern — Vampire Interloper competes against a deep pool of two-drop flyers with more relevant abilities, and the can't-block clause is a real cost in aggro mirrors where you need to stabilize. Pauper is the one constructed environment where cheap evasive creatures occasionally matter, but even there better common Vampires exist.
