The six-mana cost is real, but in dedicated blink or spellslinger loops it pays for itself the turn it lands.

Vampire Charmseeker is a Commander card through and through — the singleton format's long games and graveyard-rich tables give its triggered ability maximum mileage, and the blink infrastructure that makes it broken is everywhere in the 100-card format. Legacy and Vintage are both legal formats on paper, but a six-mana 3/3 with no immediate impact on a fast board is unplayable in either. Oathbreaker is legal and theoretically viable in slower pods, but the same blink engines that enable Vampire Charmseeker in Commander are less common there.
