Commander is where Valley Questcaller actually belongs — the 100-card, multiplayer format gives it enough time to trigger Quest completions multiple times, and tribal Rabbit or Squirrel strategies have the density of targets to make the enter-the-battlefield pulse land for four or five counters at once. In Constructed formats like Standard, Pioneer, and Modern it's legal but competing against a much higher baseline of two-drop efficiency, and a creature that relies on tribal density and Quest completion is too conditional to slot into most competitive lists. Legacy and Vintage are non-starters on power level. Oathbreaker is a reasonable shell if your signature spell feeds the Quest mechanic, but the format's smaller deck size makes tribal density harder to sustain.
