In Commander, Urza's Rebuff earns its slot almost exclusively in artifact-heavy or tap-matters builds — outside of those, Counterspell and Arcane Denial are strictly better for the same or lower cost. In Pauper, the format's density of artifacts makes the condition easy to meet, but the counterspell pool is deep enough that this rarely cracks the top tier. Legacy, Modern, and Vintage all have faster, unconditional answers that outclass it; the conditional body tap doesn't compensate for the loss of reliability in those formats.
