The cost is real: three mana for a one-shot rock with no repeatable output is a steep ask when Vhal, Candlekeep Researcher and similar activated-ability commanders can squeeze extra value from the tap, but outside those shells it rarely makes the cut.

In Commander, Urn of Godfire is a role-player, not a staple — it slots into activated-ability decks that can untap or retrigger it, where the colored mana and built-in removal justify the three-mana entry. In Pauper it competes in a format full of efficient commons and rarely sees play, though budget artifact-matters brews will occasionally pick it up.
