Unified Will is a one-mana hard counter in creature-heavy decks — the condition is trivially met when you're ahead on board, which is exactly when you want to protect your position. The risk is drawing it in a board-stalled or creature-light opener, where it turns into a dead card; in Edric, Spymaster of Trest shells packed with cheap evasive creatures, that scenario almost never comes up.

In Commander, Unified Will slots cleanly into go-wide blue strategies where the creature count makes the condition a non-issue; stax and control shells that keep the board clear should look elsewhere. In Legacy and Vintage, the format is too fast and too removal-dense to reliably satisfy the condition early, so Unified Will loses ground to Force of Will and Daze. Modern offers more creature-centric midrange shells where it could function, but Counterspell is legal and unconditional at the same mana cost, which makes Unified Will a fringe choice at best.
