Undying Flames card art
Undying Flames deals damage equal to the converted mana cost of the top card of your library, then exiles cards until it hits a nonland — a ceiling that can easily hit 10+ in a high-CMC shell. The six-mana cost is steep, but Eye of the Storm makes it recur every time a player casts an instant or sorcery, which turns it from a one-shot into an engine.

Undying Flames is a Commander card through and through — the format's inflated mana costs make the damage ceiling genuinely threatening, and singleton construction limits the redundancy you'd want to lean on it in a faster format. In Legacy and Vintage it's legal but irrelevant; six mana for a coin-flip damage source can't compete with what those formats are doing by turn three. Modern is the same story: legal, unplayed, and unlikely to change. Commander is the only place Undying Flames earns a slot, and even there it belongs in dedicated high-CMC or spell-recursion builds rather than as a generic include.
