Undercity Scrounger is a Commander card — the format's multiplayer creature deaths are frequent enough that it generates multiple Treasures per table turn without you spending resources to enable it. In Pauper it's legal and could slot into common-powered sacrifice shells, though the competition at three mana is stiff and the 2/2 body rarely survives long enough to matter. In Modern and Pioneer the card is simply outclassed; dedicated Treasure payoffs in those formats either cost less or generate more, and Undercity Scrounger's passive trigger doesn't compensate for the tempo loss of a vanilla-statted three-drop. Legacy and Vintage are non-starters for the same reason at ten times the speed.
