Twilight Shepherd returns every permanent you own that was put into a graveyard this turn whenever it enters the battlefield — a full board reversal stapled to a 5/5 flying persist creature. The six-mana cost is steep, but Giada, Font of Hope shaves that meaningfully, and the combination of evasion, persistence, and mass-recursion on a single body is legitimate.

Commander is where Twilight Shepherd actually gets to do its job — board wipes are everywhere, persist generates repeat value, and Angel tribal lists provide both cost reduction and tribal synergy. In Legacy and Vintage it's technically legal but competes against formats that end games before a six-mana creature resolves, so it sees essentially no play there. Modern has the same problem: the cost is prohibitive without meaningful ramp, and the effect doesn't line up with what competitive Modern decks are doing. Twilight Shepherd is a Commander card through and through.
