Tuktuk Rubblefort is a Commander card through and through — the effect scales with token producers and enter-the-battlefield threats in ways that matter most in 100-card singleton, where redundancy is limited and a single haste outlet can define a turn. In Pauper it's legal and occasionally sees fringe play in red creature strategies, but purpose-built haste enablers at common are plentiful enough that it rarely stands out.
