Triumph of Gerrard is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it's a Commander card through and through. In 60-card formats, one mana per upkeep for a conditional +1/+1 counter is far too slow against the threats and disruption those formats deploy. In Commander, the repeated upkeep trigger compounds over a long game, and the flying clause does real work on a 6/6 or larger — evasion that would otherwise cost a full equipment or aura slot. It's best in dedicated counter-stacking builds, and narrow enough outside them that it rarely earns a slot in anything else.
