The card is legal in Legacy and Vintage as well, but those formats move too fast and run too much interaction for a slow, expensive board wipe to find a home outside of a meme build. In Commander, the multiplayer math changes the calculus entirely — wiping three opponents' boards simultaneously turns a prohibitive cost into a fair exchange, especially in a deck built around cost reduction or big-mana payoffs. Oathbreaker is legal but shares the same problem as Legacy: the format's lower life totals and faster clock rarely give you the time.
