Trapped in the Tower removes a creature from combat and shuts off activated abilities — permanently, for one white mana. The catch is it only hits non-flying, non-Wall creatures, so it blanks entirely against the most common evasive threats in Commander.

In Commander, Trapped in the Tower competes in a crowded field of white enchantment-based removal, and the flying restriction is a real liability against the format's most dangerous creatures — Blightsteel Colossus and most angels and dragons laugh at it. In Pauper it's more interesting: the one-mana price tag and permanent ability suppression have genuine value in a format where activated abilities define whole archetypes. Legacy, Vintage, and Modern are too fast for a do-nothing enchantment at any cost. Oathbreaker shares Commander's dynamics, so the same ceiling and floor apply.
