Transmogrify hits any creature on the board — yours or an opponent's — exiles it, and replaces it with whatever is sitting on top of their library, which means in the right deck it's a four-mana instant-speed cheat engine. The cost is real: you're gambling on a random hit, so it earns its slot only when you've engineered the top of your library or are sacrificing a token you made for free, exactly what Kykar, Wind's Fury does.

In Commander, Transmogrify is a combo enabler first and a removal spell second — decks that generate expendable tokens and can stack or scry their library run it as a consistent cheat effect that dodges commander tax entirely. In Pioneer and Modern it has seen fringe play in dedicated "Neoform-style" combo shells where the library manipulation is tight enough to guarantee the hit, but it competes with cheaper, more reliable cheats and rarely escapes the sideboard.
