Tragic Lesson draws two cards and costs you a land — that's the whole deal, and in most cases it's not worth it. Three mana for two cards is below rate when the land bounce is a downside you're paying for rather than a bonus you're exploiting.

In Commander, Tragic Lesson sits on the fringe: most blue decks would rather run Frantic Search, Thirst for Knowledge, or almost any cantrip that doesn't ask you to return a land. The exception is decks that actively want lands in hand — Tatyova, Benthic Druid, Aesi, Tyrant of Gyre Strait, or any landfall shell where bouncing a land converts directly into extra triggers and card advantage. In Pauper, the land-return clause stings less because the card pool is shallower and two-for-ones at common are harder to come by, making Tragic Lesson a plausible inclusion in tempo and control builds. Legacy, Vintage, and Modern all have strictly better options at the same or lower cost, so it sees essentially no play there.
