Toxic Scorpion puts deathtouch and poison on a single body, which is exactly the redundancy Fynn, the Fangbearer needs to close games through combat. Three mana for a 1/2 is a real cost, but in a deck where every deathtouch creature is a win condition, that tax is acceptable.

Fynn, the Fangbearer
Fynn, the Fangbearer wins by dealing combat damage with deathtouch creatures, and Toxic Scorpion checks both boxes — deathtouch on the body, poison already built in — making it one of the more redundant pieces the deck can run.

Toxic Scorpion is a Commander card, full stop — the deathtouch-plus-poison package only matters when you're building around an engine like Fynn, the Fangbearer, and that archetype lives in EDH. In Pauper it's legal but irrelevant; aggressive formats like Modern and Pioneer have no interest in a 1/2 for three that doesn't advance a board state outside a narrow poison synergy. Legacy and Vintage won't touch it. Play Toxic Scorpion if you're in green and trying to stack deathtouch bodies; ignore it everywhere else.
