Torture is a -1/-1 counter that sticks to a creature permanently and costs two mana to deploy — fine for slow attrition strategies, irrelevant everywhere else. In Commander, Torture earns a slot only in dedicated -1/-1 counter synergy decks — Hapatra, Vizier of Poisons and Yawgmoth, Thran Physician builds where every counter placed triggers an engine. In Pauper, the same logic applies: it sees no meaningful play because pinpoint removal at common outclasses it.
