Tornado is a repeatable enchantment-based removal spell that destroys any nonland permanent — at the steep price of paying 2 life and sacrificing an enchantment each upkeep just to keep it in play. The ongoing tax makes it a liability unless you're in an enchantress shell that generates expendable enchantments; everywhere else, it bleeds you dry faster than it clears the board.

Commander is the only competitive home worth discussing for Tornado. Enchantress decks — particularly those helmed by commanders that generate enchantment tokens or draw on enchantments entering the battlefield — can offset the upkeep cost enough to make the repeatable removal relevant in a multiplayer game where threats keep coming. Legacy and Vintage permit it, but no competitive deck wants a slow, life-draining enchantment when cheaper, faster removal exists. Outside of Commander's slower, grindier games, Tornado simply costs too much over time to justify the slot.
