Tolls of War is a Commander card through and through — the three-opponent math turns a single spell into triple the pressure, and the forced-sacrifice angle is most punishing in a format where one player can go wide while others sit vulnerable. In Modern and Pioneer it competes against faster, more targeted removal and rarely makes the cut outside niche aristocrats shells that need a fourth or fifth edict effect. Legacy and Vintage have access to strictly better disruptive tools, so Tolls of War never sees play there. Standard is where it has the most theoretical space as a sideboard answer to token decks, but even there the four-mana sorcery speed is a liability. Stick to Commander.
