In Commander, Tolarian Serpent finds its only real home: giving three opponents seven cards each is catastrophic in a vacuum, but commanders like Nekusar, the Mindrazer or The Locust God convert that drawback into a win condition. Legacy and Vintage technically permit it, but no competitive shell wants a seven-mana creature with this kind of symmetrical downside. Tolarian Serpent is functionally a Commander-only card.
