Tolaria enters tapped and taps for colorless mana with a built-in way to freeze a creature — serviceable utility stapled onto a land slot, but the effect is slow and narrow. It belongs in decks that specifically want to lock down a blocker or stall a threat, and nowhere else.

Tolaria is legal in Commander, Legacy, Vintage, and Oathbreaker, but the formats where it sees play are basically none of them. In Commander, the competition for utility land slots is brutal — lands that tap for colored mana or generate real value push Tolaria out of most 99s. Legacy and Vintage have no interest in a land that enters tapped and requires additional mana investment to do anything relevant. Oathbreaker follows the same logic as Commander: the effect simply doesn't justify the slot.

Cheaper options that do most of the same work
Tolaria's freeze ability is unique enough that there's no direct land-based replacement, but if the goal is slowing down an opponent's creature, Maze of Ith does it repeatedly and for free — the trade-off is it produces no mana at all. For a tap-down effect on a utility land, Mystifying Maze hits a similar note and is cheaper in paper, though it too enters tapped.
