At the beginning of each upkeep, each player exiles the top card of their library. The player who exiled the card with the greatest mana value takes an extra turn after this one. If two or more players' cards are tied for greatest, the tied players repeat this process until the tie is broken.

Timesifter hands you extra turns at a rate determined by the top of each library — stack your deck with Draco and similar high-CMC cards and you'll take most of them. Five mana for a repeating extra-turn engine is the deal; pure chaos against opponents with low curves is the catch.

Timesifter is a Commander card through and through — the multiplayer table means each extra turn gained is a turn denied to three opponents simultaneously, and the format's prevalence of high-CMC spells makes the flip far less random than it looks. In Legacy and Vintage it's legal but effectively unplayable; those formats end before a five-mana do-nothing artifact ever gets to trigger. Oathbreaker shares enough of Commander's high-curve tendencies that Timesifter can function there, though the smaller deck size and lower life totals compress the window where it matters.
