Time of Heroes is a Commander card through and through — legendary matters is an archetype with real deck-building support, and a two-mana anthem that covers every legendary creature on your board is exactly the kind of low-cost engine those decks want. In Legacy and Vintage, there's no competitive shell running a +2/+2 anthem for legends; the format speed and the narrowness of the effect both work against it. Modern is the same story — the legendary synergy decks that do exist there are not trying to win via combat buffs. Commander is where this card earns its slot, and specifically in dedicated legendary-matters builds rather than as a generically good card.
