Commander is the only format where Throne of Empires is genuinely at home — four players means more opponents to count for the token production, and artifact-tribal or token-doubler support is widely available. In Legacy or Vintage, it's technically legal but the three-card setup requirement is impossibly slow against the format's threats. Oathbreaker shares Commander's multiplayer structure, so the same token-engine logic applies at a smaller game size.
